Marifoonplicht op alle doorgaande vaarwegen
In België geldt een marifoonplicht voor alle schepen langer dan zeven meter op alle Belgische vaarwegen. In Nederland praten we er al jaren over maar in België is het drie jaar geleden al ingevoerd. Veel paniek situaties kunnen voorkomen worden als je aan de schipper van een ander schip kunt vragen wat hij van plan is. Ook kun je elkaar per marifoon waarschuwen. Voor de binnenvaartschepen geldt de marifoonplicht al lang. De pleziervaart is nog steeds vrijgesteld. Gelukkig schaffen wel steeds meer motorbootvaarders en zeilers een marifoon aan. Om het vrijwillige marifoon bezit te stimuleren heeft men in Nederland de jaarlijkse bijdrage van zo’n € 50,- afgeschaft. Nu geldt alleen een eenmalige meldplicht en je moet een bedieningscertificaat hebben. Of deze maatregel er toe zal leiden dat nu alle watersporters een marifoon gaan aanschaffen valt te betwijfelen. De beroepsvereniging voor de binnenvaart, de Koninklijke Schuttevaer, pleit al jaren voor een algemene marifoonplicht. Wil je de veiligheid op het water echt verbeteren dan moet je er op kunnen vertrouwen dat elk schip een marifoon heeft en uitluistert. Wellicht gaat dat nu in Nederland ook snel gebeuren.
Vaarpraktijk
In 1999 is in België het stuurbrevet ingevoerd. Net als in Nederland is het verplicht voor schepen die sneller kunnen varen dan 20 km/uur en/of langer zijn dan 15 meter. Het grote verschil met Nederland is dat je niet alleen moet slagen voor je theorie maar dat je ook praktijkervaring moet hebben. Met betrekking tot de praktijkervaring zijn er twee mogelijkheden; 12 uur aantoonbare actieve ervaring of 6 uur ervaring via een erkende vaarschool. Dit werkt in België al meer dan tien jaar perfect.
In Nederland praat men sinds de invoering in 1982 al over een praktijkverplichting. Nu het vaarbewijs weer prominent op de agenda staat is de kans groot dat binnen niet al te lange tijd men ook in Nederland geen vaarbewijs meer krijgt zonder praktijkervaring.
Vaarbewijsplicht op alle doorgaande vaarwegen
Vanwege de steeds toenemende drukte op de Nederlandse vaarwegen wordt de roep om een vaarbewijsplicht op alle doorgaande vaarwegen steeds groter. Het is ook logisch, je gaat immers ook niet zonder rijbewijs de snelweg op. Daarom is het verstandig om, net als bij het wegverkeer, eerst te zorgen dat je over de nodige papieren beschikt voordat je een boot aanschaft.
